Reformers
287 reforms in 131 economies were introduced between June 2008 through May 2009. Reformers simplified business regulations, strengthened property rights, eased tax burdens, improved access to credit and reduced the cost of exporting and importing. Reformers were particularly active in two regions, Eastern Europe and Central Asia and the Middle East and North Africa.
